Manager of Project Development

Job Summary

M&S is recruiting for a qualified and experienced Manager of Project Development to manage all aspects of real estate development projects. The Manager will own all phases of a real estate development project, including site recommendations / selection / control, financial and entitlement feasibility, design and funding development, construction management, marketing, and rent-up. This position will serve as a primary point person with clients, exemplifying M&S’ commitment to excellence in service, communication, collaboration, and performance.

Essential Functions

  • Support initial project sourcing and due diligence
  • Build detailed financial models accurately capturing multiple complex funding sources, operation scenarios, and return structures
  • Utilize specialized software to build and manage detailed project schedules
  • Document and communicate assumptions, interim findings, and recommendations
    • Site alternatives analysis, as necessary
    • Early-stage project feasibility (permitting and finance)
    • Engaging and managing all third-party consultants
    • Performing public funding eligibility analyses
    • Leading NEPA Environmental Assessments
    • Researching and documenting relevant economic impact metrics
    • Negotiation of site control
    • Coordination of all design services and project permitting services
    • Preparation of all funding applications (grants, tax credits, loans, etc.)
    • Wrangling the financial close process
    • Construction contract administration
    • Supporting project lease-up through tenant recruitment and fit-up coordination
    • Coordination with Asset Management team to ensure successful handoff
  • Research policy, incentives, construction code, tax law, etc. for various markets to support project funding
  • Support funding solicitations including tax credit, grant, and debt applications
  • Identify and implement alternatives and mitigation strategies to balance project cost and impact
  • Work with Marketing team to ensure development of appropriate project collateral and public relations support
  • Lead community outreach and other stakeholder management activities
  • Manage project contracts, schedules, budgets, payments, etc., and keep senior management apprised of progress and challenges
  • Ensure the clean execution and timely delivery of client deliverables

Requirements/Skills

Education and Professional Experience

  • BA/BS in economics, finance, real estate, or related area of study required
  • 5+ years hands-on experience in real estate development or similar (especially housing, renewables, communications, transmission, etc.)
  • Tax credit program experience or advanced degree in relevant area of study highly desirable

Technical Skills

  • Knowledge of real estate development process, entitlements, and financing
  • Experience with tax credit programs such as NMTC, LIHTC, HTC, etc., a plus
  • Ability to manage complex projects including a strong aptitude for balancing and prioritizing multiple people, projects, and deadlines
  • Extreme attention to detail and ability to understand, describe, and document multi-step processes
  • Strong technical writing and reading skills and experience with grant writing and contract review
  • Proficiency in Microsoft Office, specifically Excel, and ability to read, comprehend, and build financial models
